As it becomes clear that the agitators in Minnesota are led by a professional organization, Cam Higby, an independent investigative journalist and political commentator, has found their instruction manual.

“Here is the entire TRAINING MANUAL for domestic terrorist patrols chasing ICE agents in Minneapolis. Keep in mind, this is the watered down opsec version.“

Useful to these paid activists (some might say terrorists) but is it legal?

5. Advising physical presence to deter raids, risking interference.
6. Using encrypted chats for real-time tracking, if coordinating crimes.
7. Preparing for chemical exposure, implying planned confrontations.
8. Documenting agent details, possible doxxing.
9. Evading police questions, could be seen as non-cooperation.
10. Organizing patrols without permits, resembling vigilantism.

She gained massive attention in 2025 for using AI tools to expose government waste, shady funding flows to NGOs and activists, and political networks—earning shoutouts from Elon Musk (“worth following”) and Charlie Kirk (“must follow”). 

With almost 890,000 followers, Jennica (who’s nonverbal and uses American Sign Language) runs the account anonymously in style but revealed her name after a doxxing controversy. She has an official interpreter/assistant account, @DataInterpretr, for video explanations and translations. Her threads are packed with spreadsheets, donor lists, and deep dives that have fueled DOGE-related discussions. Last week she visited Davos and was shocked at how stupid the elites are. This week she’s deep diving into the Signal-Gate controversy coming out of Minnesota.
