It’s a classic technique used by totalitarians. Undermine law enforcement until it crumbles and then introduce your own deadly troops to “return to law and order” but really to subjugate the masses, root out dissenters, and find stool pigeons ready to turn in their neighbors. The end result is distrust, unhappiness and a propaganda victory for the ruling class.
