USAID was established by President John F. Kennedy through an executive order on November 3, 1961. The overarching goal of USAID was to advance U.S. foreign policy objectives by supporting countries in their efforts towards self-reliance, peace, and prosperity through aid and partnerships.
USAID’s deviation from its original mission includes deliberate actions, notably through historical overlaps with CIA operations where aid served as a cover for intelligence and political influence. Funds have been intentionally misdirected for geopolitical strategies or into corrupt systems, highlighting how USAID was sometimes more of a strategic tool than a development agency.
Non Governmental Organizations (NGOs) have potentially corrupted USAID processes through a lack of oversight, leading to financial mismanagement, as seen with scandals involving Save the Children and Oxfam, where high administrative costs, misuse of funds, and misconduct were issues. Political or ideological agendas can skew aid priorities, while subcontracting adds layers of overhead and reduces accountability. Conflicts of interest arise when NGOs have close government ties, potentially directing aid to political allies. Dependency and patronage can develop, supporting corrupt local systems, and there’s a tendency to prioritize visibility over sustainable impact. NGOs can be infiltrated by local corruption, leading to misdirected funds, and cultural misalignment can result in ineffective aid.
Now under the State Department, these tax dollars will be used to align with the interests of the United States. Marco Rubio is unequivocal.
