The report spotlights 13 UN “experts” — over a fifth of the 59 active mandates — who accepted more than $1.3 million in direct or office funding from authoritarian states between 2020 and 2025.

  • Alena Douhan, the UN special rapporteur on the negative impact of unilateral coercive measures, stands out as the biggest winner. She received $1.3 million from China, Russia, and Qatar. Her work? Relentless attacks on Western sanctions while making official visits exclusively to friendly dictatorships like Tehran, Beijing, Damascus, Doha, Caracas, and Harare. She essentially serves as a paid defender of regimes that crush their own people.
  • Ben Saul, special rapporteur on counterterrorism, took $150,000 from China. He rails against Western counterterrorism efforts but stays completely silent on Beijing’s brutal persecution of Uyghur Muslims — conveniently reframed by China as a “counterterrorism” issue.
  • George Katrougalos, independent expert on a “democratic and equitable international order,” pocketed $100,000 from China in 2025. That same year, he promoted Xi Jinping’s book and praised the dictator’s “vision,” then traveled to Tehran to bash Israel and America alongside Iranian officials.

This pattern repeats across the list. These aren’t neutral analysts. They’re compromised ideologues who deliver exactly what their funders want: cover for atrocities and relentless criticism of the countries that actually try to uphold human rights standards.

Who Funds This Rot and Why

The money flows directly from the worst offenders: China, Russia, and Qatar. These regimes aren’t donating out of goodwill. They buy influence, whitewash their records, and weaponize UN platforms to attack their critics. China uses it to shield its genocide in Xinjiang and expansionism. Russia protects its aggression. Qatar buys respectability while backing extremists.

Voluntary contributions to UN human rights work supposedly support operations, but the lack of real oversight and disclosure rules turns it into easy corruption. Experts often “disclose” funding in vague ways while the UN shrugs. No serious vetting. No consequences. Diplomatic immunity and bureaucratic inertia protect the grift.

This scandal proves what many have warned for years: the UN Human Rights system is captured.
